Wikibook server version 0.9.4c released

This is a minor fix release:

• allow a wiki Url to contain a colon (e.g., to specify a port number other than 80) — see issue 00099
• adjust the page width so left and right margins align on even and odd pages, to make duplexed pages line up correctly — this used to work and it broke in release 0.9.4a

Features expected in the next release:

• render single primes as a superscript, e.g. 6′
• fix for missing Accented Characters on some systems — see issue 00084
• support for bibliographies (lists of references) — see issue 00062
• minor cosmetic improvements to the report and book templates

Bug fixes in the next release:

• minor fix to alignment of hanging indent — preparing for issue 00045
