Publish PDF library version 2.1.5 released

This adds support for the ability to Write a Letter; for an example, see Welcome Letter.

The latest Wikibook server release (Friday, 24 August 2007) provides the necessary typesetting support, including Wikibook DTD changes. There are also a couple of bug fixes:

• issue 00106 — some special characters, such as sharp s, were processed incorrectly
• issue 00107 — the tbrplent binary was compiled for Mac OS X only

There are some minor enhancements to Latex Equations — notably colour support.
