Publish PDF library 2.2.18 released

This release fixes a bug in publishing books and reports from wiki contents encoded in utf-8. The fix allows authors to include accented and other special characters in the keywords directive or when using the description directive to set the book publisher or report abstract. The code calls the htmlentities function, but previous versions did not include the character set, so the call defaulted incorrectly to iso-8859-1. Thanks to Pål for reporting the problem.
